The Restore Access To Mobility Partnership (RAMP), a coalition of members of the wheelchair industry, is working together with leading Senior, Disability, Consumer, Clinical and Medical organizations, to ensure that people's mobility via power wheelchairs is not wrongly limited. The Centers for Medicare and Medicaid Services (CMS) must implement a new National Coverage Determination for Mobility Assistance Equipment that moves away from the restrictive "bed or chair confined" language currently included in the NCD and rather develops a coverage standard based upon a patient's functional capabilities.

"The new CMS policy change limiting access to wheelchairs goes against everything we stand for. Rather than promoting self-sufficiency and quality of life, the policy will prematurely force facilities, diminishing their quality of life and increasing the costs of their care for taxpayers...."
– American Association of People With Disabilities

"In sight of our mission to protect the quality of life for seniors citizens, we must urge CMS to immediately rescind the new policy. This policy is punishing the very people that Medicare is intended to help by denying them their independence"
The Seniors Coalition

"We urge CMS to rescind the wheelchair policy clarification. The CMS policy risks too much for the health and welfare of beneficiaries, and will result in the wholesale denial of wheeled mobility to a significant number of beneficiaries."
Item Coalition

"CMS's clarification causes more harm than good, severely restricting access to wheelchairs. This punishes innocent, honest Medicare Beneficiaries and comprises  their quality of life.
World Institute on Disability

"Mobility is independence. For seniors and others who need mobility assistance, this CMS policy "clarification" of Medicare clouds their futures and diminishes their hopes for productive and independent lives."
– Gray Panthers
